For referencing L3 QCD model parameter tuning one should use the first
2 references listed below. If someone is using HERWIG5.9 then the 3rd 
reference should be given.
The two L3 notes correspond to what is described in more detail in
 the 4th reference.
Historically the first paper (1992) describes the procedure and gives the
first sets we used for several models. The L3 notes are giving the updated 
parameter values for some models used in MC production. 
For example L3 note 1978 gives the new JETSET parameters.
